उपरोक्त विषयान्वये, महाराष्ट्र लोकसेवा आयोगाच्या पोलीस उप निरीक्षक पदाची मुख्य परीक्षा पेपर-2 च्या अभ्यासक्रमांमध्ये संबंधीत पदासाठी आवश्यक ज्ञानाच्या माहितीवर आधारीत अभ्यासक्रम होता. परंतु आयोगाने नुकताच त्या अभ्यासक्रमामध्ये बदल करून सर्व पदांसाठी एकच अभ्यासक्रम तयार केलेला आहे. त्यामुळे पोलीस उप निरीक्षक पदासाठी अभ्यास करणाऱ्या सर्वच विद्यार्थ्यांना मोठ्या समस्यांना तोंड द्यावे लागणार असून हा त्यांच्यावरील अन्याय आहे.

पोलीस उपनिरीक्षक पदाची परीक्षा दरवर्षी मोठ्या प्रमाणात होत असते. त्यामुळे फक्त त्याच पदाची तयारी करणारा मोठा वर्ग आहे. यामध्ये ग्रामिण भागातील विद्यार्थ्यांची संख्या लक्षणीय आहे. परंतु अचानक बदललेल्या अभ्यासक्रम त्यांच्यासाठी आव्हानात्मक आहे.

तसेच जुन्या अभ्यासक्रमानुसार केलेली तयारी वाया जाणार आहे. त्यामुळे बरीचशी मुले स्पर्धे बाहेर पडतील किंवा त्यांची वयोमर्यादा संपेल. नवीन वर्ग ‘ब’ च्या मुख्य संयुक्त परीक्षा पेपर-2 मधील अभ्यासक्रमात PSI पदाला उपयुक्त ठरणारा पुर्वीचा अभ्यासक्रम या पेपर-2 मध्ये समाविष्ट नाही.

PSI पेपर-2 मध्ये पुर्वीच्या अभ्यासक्रमामध्ये बुद्धिमत्ता चाचणी, महाराष्ट्राचा भूगोल, महाराष्ट्राचा इतिहास, भारतीय राज्य घटना, मानवी हक्क व जबाबदार्‍या, महाराष्ट्र पोलीस अधिनियम 1951, भारतीय दंड संहिता 1860, फौजदारी प्रक्रिया संहिता 1973, भारतीय पुरावा अधिनियम 1872 या PSI पदाशी संबंधित अभ्यासक्रम होता. परंतु नवीन अभ्यासक्रमामध्ये अंकगणित व सांख्यिकी, भारतीय संघ राज्य व्यवस्था, भारताचा भुगोल, भौतिकशास्त्र, रसायनशास्त्र, प्राणिशास्त्र, वनस्पतीशास्त्र सारख्या PSI पेपर-2 पदाशी संबंधीत नसलेल्या अभ्यासक्रमाचा समावेश केला गेला आहे. यामुळे ग्रामिण भागातील मुलांचे मोठे नुकसान होणार आहे. याचबरोबर आयोगाच्या या निर्णयाबाबत खालील गोष्टींचाही विचार व्हावा.

1. STI/ASO/मुद्रांक निरीक्षक/राज्य उत्पादन शुल्क या पदांपेक्षा PSI पदाची भरती पद्धत व पात्रता अटी भिन्न आहेत.

2. PSI पदासाठी उमेदवारांना वयाची अट 31 आहे व इतर पदासाठी ती अट 38 पर्यंत आहे. सोबत PSI परीक्षा पद्धतीमध्ये मुलाखत व ग्राउंड आहे.

3. PSI पदाची भरती ही दरवर्षी मोठ्या संख्येने होत असते ;त्यामुळे त्या पदाची तयारी करणारा एक मोठा वर्ग आहे.

4. भूगोल आणि विज्ञान तंत्रज्ञान असे विषय समाविष्ट केल्याने पुढे त्याचा पदासाठी फायदा नसेल आणि स्पर्धा ही असमान स्तरावरची असू शकते. तसेच विज्ञान शाखेतून शिक्षण न घेतलेल्या मुलांना ही परीक्षा अधिक कठीण जाईल.
5. PSI पदाला उपयुक्त ठरणारा कोणताही अभ्यासक्रम ह्या पेपर 2 मध्ये समाविष्ट नाही.

6. आयोगाला जवळ जवळ 10 पदाच्या परीक्षा घ्याव्या लागत असल्याने आयोगाने वर्ग ‘ब’ व वर्ग ‘क’ एकत्र केले आहेत. परंतु, PSI वगळता इतर पदांची जाहिरात ही नियमित निघत नाहीत. इतर पदांच्या जागा खुप कमी प्रमाणात असतात तर PSI पदाची जाहिरात नेहमी 400-750 अश्या मोठ्या प्रमाणावर निघत असल्याने त्याची तयारी करणारा खूप मोठा तरूण वर्ग आहे.

8. PSI ट्रेनिंग मध्ये सर्व कायदा अभ्यासक्रम शिकविले जातील असे आपण गृहीत धरले तरी प्रशिक्षणाच्या 11 महिन्यांच्या कालावधीमध्ये शारिरीक प्रशिक्षण व इतर प्रशिक्षणाबरोबर कायद्याचे प्रशिक्षण जास्त तणावपूर्ण राहील.

9. अचानक अभ्यासक्रम बदलल्याने वयोमर्यादा असणाऱ्या मुलांवर एक प्रकारचा मोठा आघात असेल.
10. गुजरात, उत्तर प्रदेश, झारखंड या राज्यांनी PSI पदासाठी संबंधीत अभ्यासक्रम व कायदा अभ्यासक्रम ठेवलेला आहे.

आयोगाने वरील सर्व गोष्टींचा विचार करून PSI पदाची मुख्य परीक्षा पेपर -2 RTO/JMFC प्रमाणे वेगळा करून PSI पदाशी संबंधीत पुर्वीच्या अभ्यासक्रमानुसार पेपर-2 घ्यावेत ही विनंती.
