ST विलीनीकरणाची मागणी आणि अडथळे- जाणून घ्या सविस्तर

एसटी महामंडळाचं राज्य सरकार मध्ये विलीनीकरण करा ही मागणी घेऊन गेल्या चार महिन्यांपासून एसटी ( ST ) कर्मचाऱ्यांचा संप सुरू आहे.

हा मुद्दा न्यायालयात  देखील गेला.

मुळातच विलीनीकरण शक्य नाही अशी भूमिका आता एसटी महामंडळाने घेतलीय.

मुख्य सचिवांच्या अध्यक्षतेखाली नेमण्यात आलेल्या तीन सदस्य समितीच्या अहवालातूनही ती समोर आली.

मंत्रिमंडळाच्या बैठकीत सादर झालेल्या या अहवालात विलीनीकरण करण्याची मागणी समितीने फेटाळली आहे.

मग ही विलिनीकरणाची मागणी का होत आहे?

विलीनीकरणाचा प्रयोग याआधी कुठं करण्यात आलाय?

खाजगीकरण आणि विलीनीकरण ( privatization and merger ) झालेल्या राज्यांची स्थिती काय आहे?

विलीनीकरणासाठी येणारे अडथळे नक्की काय आहेत हे जाणून घेऊया या लेखातून.

कोरोना टाळेबंदी प्रकरणात प्रवासी वाहतुकीवर निर्बंध लागू करण्यात आले होते.

या निर्बंधांमध्ये सर्वसामान्यांचं वाहतुकीचं साधन म्हणजे एसटी देखील भरडली गेली.

कर्मचाऱ्यांच्या उत्पन्नात त्यामुळं घट झाली.

दर महिन्याला एसटी कर्मचाऱ्यांचे मिळणारे वेतन १५ दिवस ते एक महिन्यांनी उशिरा मिळायला लागलं.

कर्मचाऱ्यांना आर्थिक संकटांना तोंड द्यावं लागलं आणि यामध्ये अनेक कर्मचाऱ्यांनी आत्महत्या देखील केल्या.

२००० ते २००८ या वर्षात एसटी कर्मचाऱ्यांच्या वेतनात वाढ देण्यात आली नाही आणि ३५० ते ४५० रुपये भत्ता जाहीर केला गेला.

कालांतराने हा भत्ता देखील बंद झाला.

२०१६ ते २०२० चा वेतन करार देखील झाला नाही. २०२० ते २०२४ करारही रखडला.

या सर्व कारणांमुळच कर्मचाऱ्यांनी एसटी महामंडळ राज्य शासनात विलीन करा ही मागणी केली.

विलीनीकरण झालं तर सरकारी कर्मचाऱ्यांप्रमाणेच वेतन मिळेल,

वेळेवर वेतन आणि इतर देखील अनेक आर्थिक लाभ होतील या आशेने विलिनीकरणाची मागणी होऊ लागली.

परिवहन महामंडळ राज्य सरकारमध्ये विलीन करण्याचा प्रयोग आंध्रप्रदेशात करण्यात आला आहे.

साधारण जानेवारी २०२० मध्ये ही प्रक्रिया पार पडली.

आंध्र प्रदेश विधानसभेनं विशेष कायदा मंजूर केला आणि ही विलिनीकरणाची प्रक्रिया पूर्ण केली.

त्याच बरोबर उत्तर प्रदेश या राज्यात राज्य परिवहन महामंडळाच्या खासगीकरणाचा प्रयोग झालाय.

उत्तर प्रदेशात ११ हजारांहून अधिक बस ताफा असताना त्यात नऊ हजार बस दररोज प्रवाशांसाठी धावतात.

 विलीनीकरणासाठी येणाऱ्या अडचणी नेमक्या कोणत्या आहेत?

तर यामध्ये तीन मुद्दे अडथळा ठरत आहेत.

एक म्हणजे राज्य परिवहन मंडळ कायदा १९५० अन्वये महाराष्ट्र राज्य परिवहन मंडळ अस्तित्वात आले.

महामंडळ स्थापन होत असता केंद्र सरकारचे ४९% आणि राज्य सरकारचे ५१% भाग भांडवल गुंतवण्यात आले होते.

एसटी महामंडळाला सध्या स्वायत्त दर्जा आहे.

जर विलीनीकरण करायचं असेल तर एसटी महामंडळाला केंद्राची परवानगी घ्यावी लागणारट

त्यांचं भागभांडवल परत करावं लागणार,

महामंडळाचा स्वायत्त दर्जा संपुष्टात आणावा लागणार

आणि राज्याच्या विभाग म्हणून मान्यता घेऊन तसा ठराव करावा लागेल.

परिणामी अध्यक्षांपासून, संचालक मंडळ आणि संघटनांचे अधिकार देखील संपुष्टात येतील.

दुसरी बाब म्हणजे विलीनीकरण केलं तर राज्य सरकारवर एसटी कर्मचाऱ्यांच्या वेतनाचा वार्षिक १० ते १२ हजार कोटी रुपये भार पडेल.

हा भार राज्य शासनाला परवडणारा नाही.

तिसरी आणि सर्वात महत्वाची बाब म्हणजे,

राज्यातल्या तोट्यात असलेल्या इतर महामंडळातील कर्मचाऱ्यांकडून देखील विलिनीकरणाची मागणी होईल.

त्यामुळे राज्य सरकार कायद्याच्या कचाट्यात सापडेल.
