स्वप्निल ची आत्महत्या पण साध्य काय?
थोडं कटू वाटेल पण वास्तव आहे….
“MPSC मायाजाल आहे” असा संदेश देऊन स्वप्निल लोणकर या विद्यार्थ्याने आत्महत्या केली. आत्महत्या सारखा टोकाचा निर्णय घेणे हा नक्कीच अतिशय चुकीची गोष्ट आहे. या आत्महत्येने एक जीव नाही तर संपूर्ण कुटुंब उद्ध्वस्त झाले; आणि कुटुंबासोबत संपूर्ण एमपीएससी विश्वावर काळोख पसरला.
स्वप्नील ची आत्महत्या ही पावसाळी अधिवेशनाच्या तोंडावर झाली आणि स्वप्निलच्या आत्महत्येचे पडसाद अधिवेशनाच्या पहिल्याच दिवशी अधिवेशनात पाहायला मिळाले. विरोधकांनी सरकारला धारेवर धरत एमपीएससी विद्यार्थ्यांच्या व्यथा सभागृहात मांडत स्वप्निलच्या कुटुंबाला 50 लाखाची मदत करण्याची मागणी केली. मात्र विरोधकांनी खूप उशीर केला; विरोधी पक्षाने जसा प्रत्येक गोष्टीत सरकारला विरोध करून धारेवर धरले तसा विरोध एमपीएससी प्रश्नांसंदर्भात विरोधकांनी केला असता तर कदाचित स्वप्निल आज आपल्यात असता.
विरोधकांपैकी “गोपीचंद पडळकर” Gopichand Padalkar व रॅम सातपुते Ram Satpute हे एकमेव एक दिवस विद्यार्थ्यांसाठी रस्त्यावर आले, विद्यार्थ्यांना न्याय मिळवूनही दिला आणि रातोरात विद्यार्थ्यांच्या गळ्यातील ताईत बनले.
विरोधकांमध्ये ती ताकत होती पण ती पडळकर यांसह इतर कोणालाही स्वप्नीलचा जीव वाचण्यास वापरण्यात रस नव्हता.
नंतर जागे झालेल्या सरकारने त्याची दखल घेत सभागृहात हा विषय चर्चेसाठी घेतला आणि राज्याचे उपमुख्यमंत्री अजित दादा पवार Ajitdada Pawar यांनी सांगितले की 31 जुलै पर्यंत एमपीएससीच्या सर्व रिक्त जागा भरणार. हे समजताच संपूर्ण एमपीएससी विश्वामध्ये आनंदाचे वातावरण निर्माण झाले मात्र हा आनंद जास्त वेळ टिकणारा नव्हता;
कारण सभागृहामध्ये थोड्याच वेळात विरोधी पक्ष नेते देवेंद्र फडणवीस Devendra Fadnavis यांनी स्पष्ट केले की एमपीएससी च्या जागा भरणार म्हणजे एमपीएससी मधील रिक्त सदस्यांच्या जागा भरणार आहे.
मग साध्य काय? मग अजून कोण्या स्वप्नील ची वाट पाहताय काय?.
सरकारने एमपीएससीच्या प्रश्नांसंदर्भात समिती स्थापन करण्याची घोषणा केली.
पण कशासाठी? समितीची गरज नक्की काय? समिती कधी निघणार? सदस्य कोण असणार? सर्व सर्व अनिश्चित….
परीक्षेची तारीख जाहीर करण्यासाठी आणि जाहिरात नवीन काढण्यासाठी जर समिती गठीत करावी लागत असेल तर एमपीएससीची स्वायत्तता काय कामाची? मी तर म्हणेल MPSC च काय कामाची.?
एमपीएससी साठी समिती हा विद्यार्थी शांत करण्याचा आणि वेळ ढकलण्याचा सर्वात उत्तम पर्याय होता आणि तो सरकारने केला खरे पण यातून साध्य होणार काय…………..
स्वप्निलच्या आत्महत्ये ची बातमी समजताच कुटुंबासमवेत संपूर्ण स्पर्धा परीक्षा विश्व हादरले.
पत्रकार बंधु भगिनींनी स्वप्निल च्या घराकडे धाव घेतली; त्यांच्या कुटुंबांसोबत चर्चा केली; त्याने आत्महत्या का केली हे जाणून घेण्याचा प्रयत्न केला.ठीकठिकाणी विद्यार्थ्यांच्या प्रतिक्रिया घेतल्या; संपूर्ण महाराष्ट्रात स्वप्निल ला श्रद्धांजली वाहण्यासाठी तरुण एकत्र आले. ठीकठिकाणी निदर्शने केली गेली. एमपीएससीआणि एमपीएससी चा अभ्यास करणारे विद्यार्थी पुन्हा चर्चेत आले.
परंतु हे सर्व घडण्यासाठी एका स्वप्निल ला आत्महत्या करावी लागते यापेक्षा मोठे दुर्दैव काय असू शकते.
स्वप्निल ने ज्या गोष्टीसाठी बलिदान दिले त्या गोष्टींमधून सरकार इतर विद्यार्थ्यांना बाहेर काढेल का? संयुक्त पूर्व परीक्षेची तारीख जाहीर करून लाखो विद्यार्थ्यांना सरकार नैराश्यातून बाहेर काढू शकेल का? राज्यसेवा मुख्य परीक्षेचा तारीख जाहीर करेल का? रखडलेल्या नियुक्त्या मिळतील का? वातानुकूलित खोल्यांमध्ये बसवून राजकीय मंडळींना किंवा राज्यकर्ते आणि विरोधक यांना या स्पर्धा परिक्षार्थींची मानसिकता नाही समजणार… ते कोणत्या परिस्थितीत अभ्यास करतात हे त्यांना नाही कळणार… 413 अधिकारी एक वर्षांपासून नियुक्तीच्या प्रतीक्षेत आहेत, लाखो विद्यार्थी परीक्षेच्या प्रतीक्षेत दोन वर्षापासून आहेत, अजून 2021वेळापत्रक घोषित नाही, MPSC ला सदस्य नाहीत; निकाल प्रलंबित आहे; सरळ सेवा भरती रखडलेले आहे; या कोणत्याही गोष्टींचे सरकार व विरोधक दोघांनाही जाणीव नाही.

खरेतर अधिवेशनाच्या दुसऱ्या दिवशी कदाचित स्वप्निलच्या बलिदानाने या सरकारला थोडीफार जाणीव झालेली दिसत आहे त्याच मुळे आज अधिवेशनाच्या दुसऱ्या दिवशी सदस्यांची संख्या भरण्याची घोषणा केली. 15515 रिक्त जागा MPSC मार्फत भरण्याची घोषणा देखील केली.
खरेतर याही पूर्वी फडणवीस सरकारने 72 हजार जागांची भरती करण्याचे आश्वासन दिले होते; मागच्या सरकार आणि या सरकारने देखील पोलीस भरतीचे मोठी मोठी आश्वासने दिली परंतु त्यातून साध्य काहीच झालं नाही. मग आता अजितदादांनी जी घोषणा केली ती 15515 पदे भरली जाणार का? का हेही फक्त आश्वासन च असणार?? ते तर वेळच ठरवील…

वास्तविक पाहता 15515 पदे भरलीच जाणार असतील तर ती किती कालावधीत भरले जाणार?
त्यासाठी जाहिरात केव्हा निघणार? याचा कुठेही उल्लेख दिसत नाही.
ही पदे भरण्याची मानसिकता झालीच असेल तर त्यासाठी लवकरात लवकर जाहिराती येणे गरजेचे आहे अन्यथा 15000 जागांचे 72 हजार जागांसारखे हाल होऊ नयेत म्हणजे झालं… आणि दुसरी गोष्ट ही की हे जे आश्वासन आहेत ही फक्त विद्यार्थी आणि विरोधक यांचा रोष कमी करणारी असू नयेत अन्यथा एक पिढी या 15000 पदांच्या आश्वासनात बरबाद होईल…
परीक्षा होत नाहीत किंवा पुढे ढकलल्या म्हणून सरकारने विद्यार्थ्यांचे वय वाढवून देण्याचे आश्‍वासन दिले मात्र यातून साध्य काय करणार?.
वय वाढवणे हा पर्याय नाही तर परीक्षा वेळेवर घेणे हा पर्याय आहे. परीक्षा न घेता वय वाढवणे म्हणजे विद्यार्थ्यांचे उमेदीचे काही वर्ष वाया घालवणे आणि बेरोजगारांची फळी तयार करणे एवढेच यातून अर्थ घेता येईल. “एमपीएससी मृगजळ आहे हा मोलाचा संदेश स्वप्निल जाताजाता देऊन गेला पण तो कळला तर”….

MPSC हेच सर्वस्व नाही आणि जिवापेक्षा तर नक्कीच मोठे नाही…
MPSC हे स्वतःला अजमावण्याचे मोठे माध्यम आहे, मात्र त्यातूनही बाहेरही पडता यायला हवे.
कारण एमपीएससी मधून सर्वांनाच नोकरी मिळणे कधीही शक्य नाही त्यामुळे विद्यार्थ्यांनी स्वतः “प्लॅन B” तयार करणेही तेवढेच महत्त्वाचे आहे. खरे तर सध्याची परिस्थिती पाहता एमपीएससी हा विद्यार्थ्यांचा “प्लॅन बी” असने खूप गरजेच आहे.आणि नवीन विद्यार्थ्यांनी तर “प्लॅन B” घेऊनच या क्षेत्रात यावे.
1999 मध्ये PSI परीक्षा झाल्यानंतर कर्णिक घोटाळ्यामुळे ही परीक्षा रद्द झाली आणि पीएसआय या पोस्टसाठी निवड होऊनही पोस्ट हातातून गेलेल्या रंजीत सिंह पाटलांनी त्यांचा प्लॅन बी तयार केला 2000 रुपयांपासून स्वतःचा व्यवसाय सुरू केला आणि आज त्यांची रक्षक ग्रुप ऑफ कंपनीज 100 कोटींच्या घरात जाऊन पोहोचली आहे.
आपल्यासमोर जिवंत उदाहरण असताना अशी कित्येक उदाहरणे आपल्याला पाहायला मिळतील त्यामुळे निराश न होता तीन-चार वर्षात स्वतःला आजमावून पहा आणि शक्य झालेच नाही किंवा पोस्ट मिळाली नाहीच तर निराश न होता स्वतःचा प्लॅन बी तयार करा.
शेवटी हेच सांगेल की एमपीएससी चा अभ्यास करणारा विद्यार्थी कधीही वाया जात नाही…
