  1. गेली पिढ्यानपिढ्या आपण बघत आलोय ग्रामपंचायत निवडणुकीत घर जाळून कोळशाच्या व्यापारच केला जातो. सख्खे भाऊ पक्के वैरी असो वा भावबंधांमध्ये धुसफूस होण्याची सुवर्णसंधी उपलब्ध होणे म्हणजे ग्रामपंचायत निवडणूक, एवढेच काय रोज आपल्या गाडीवरून फिरणारा आपल्याशिवाय पान न हालणारा आपल्याला दारू पिऊन शिव्या देऊ लागतो, असा सुवर्णक्षण बघायला मिळण म्हणजे ग्रामपंचायत निवडणूक.

ग्रामपंचायत निवडणुक म्हणजे गावातले अस्तित्व, असा एक चुकीचा गैरसमज गावपुढाऱ्यांचा मनामधे बिंबला आहे. सामंजस्याने म्हणल तर पैसे ओतायचे, मटण वाटायचे, दारू पाजायची, मत विकत घ्यायची. अगदी देव देवतांचा शपथा देखील घ्यायला कमी केले जात नाही. असामंजस्याने म्हणल तर एखाद्याची वाट अडवणूक करण्याची धमकी देणे, एखाद्याचे घर पेटवून देण्याची धमकी देणे, एखाद्याची एकटेपणात अडवणूक करून दमदाटी करणे, एकूणएक जीवेमारण्याची धमकी द्यायला पण मागे पुढे बघितल जात नाही. काही वेळा विरोधातून कडब्याची गंजी पेटविण्याचा, कोणाचा कोंबड्या पळवण्याचा तर कोणाची बोकड पळवून न्यायचे, असे पण प्रकार घडतात.

ग्रामपंचायत म्हणजे गावातील लोकांचा समस्या लक्षात घेऊन त्या सोडविण्यासाठी धडपड करणे. ग्रामपंचायतने जर ठरवले ना तर गावाचे एक पान इकडे तिकडे हालू दिले जाऊ शकत नाही, एवढी ग्रामसभेचा ठरावाला किम्मत आहे. मात्र गावपातळीवर एकमेकाची जिरवाजिरवी करण्यासाठी कोणत्याही थराला उतरून काहीही निर्णय घेतले जातात. खरतर प्रत्येक गावामध्ये ग्रामसभेला सर्व गावकर्‍यांनी उपस्थित राहून आपले प्रश्न मांडले पाहिजेत, परंतु ग्रामसभेला हल्ली लोकांचा प्रतिसादच दिसून येताना दिसत नाही. गोरगरीबांची काम होताना दिसून येत नाहीत. लोकांनी पण ग्रामपंचायतची पाणी पट्टी, घर पट्टी, वेळोवेळी भरून सहकार्य केले पाहिजे, आणि ही खरतर लोकांची ती नैतिक जबाबदारी आहे, परंतू हे चित्र कुठेच बघायला मिळत नाही. सरपंच साहेबांचे सरकारी अधिकाऱ्यांवर वचप असणे ही तितकेच महत्वाचे आहे. खरतर गावचा सरपंच सुशिक्षित आणि हुशार पाहिजे. प्रत्येक गोष्टीकडे त्यांचे बारकाईने लक्ष पाहिजे कारण गाव पुढे नेण्याची, गावचा विकास करण्याची असो वा गावचा लोकांचा विकास करण्याची पूर्णतः जबाबदारी ही सरपंच साहेबांची असते.

ग्रामपंचायत कामगारांना लोकांकडे कर वसुली करण्यासाठी जावे लागते, त्यामध्ये सरपंच साहेब व ग्रामसेवक साहेबांनी पण लक्ष घातले पाहिजे. सरपंच साहेब उद्या मत मिळणार नाहीत म्हणून पुढाकार घेत नाहीत, अन ग्रामसेवक साहेब ग्रामपंचायत कामगारांवर बोट करून मोकळे होतात. ग्रामपंचायत कामगार जातात लोकांकडे वसुली करायला, लोक त्यांना देतो की काय पळून चाललोय काय? तू का मागतोय, तुझा काय देण आहे का? देतो म्हणून सांग सरपंच ग्रामसेवकांना.. अश्या अरेरावीचा भाषेत उत्तर देतात. हे सर्व पैसे काय ग्रामपंचायत घेऊन पळून जात नाही, ते सरकार तिजोरी जमा होतात. यातूनच नवनवीन विकासासाठी निधी उपलब्ध होतो आणि हेच लोकांना समजत नाही.

आजकाल ग्रामपंचायतचे चित्रण हे खूप विचित्र प्रकारचे चालू आहे, गावात कोणतेही विकास काम होवो त्यामध्ये काम करण्याऐवजी सगळे आपापला वाटा मागायला मात्र पुढे असतात. त्याचे एकमात्र कारण म्हणजे निवडणुकीला आलेला खर्च कशातून भरून काढायचा? निवडणुकीला खर्च करायला मतदार सांगत नाही, हे स्वतःचा प्रतिष्ठेसाठी खर्च करतात आणि त्याची वसुली मात्र गावकारभारातून केली जाते. कामाचा नावाने बोंबाबोंब आणि पैश्याचा नावाने चांगभलं ही रितच पडली आहे. प्रत्येक लोकप्रतिनिधींनी प्रत्येकाची टक्केवारी ठरवली आहे. पैसे दिल्याशिवाय काम नाही आणि उरलेल्या पैशात काम कमी आणि आव जास्ती अशी भानगड आहे. ही वस्तुस्थिती कुठेतरी बदलली पाहिजे, स्वच्छतेचा कारभार चालला गेला पाहिजे. आपल्या गावाचे आपणच शिल्पकार असतो, जनतेने गावाचा विकास व्हावा या आशेने उमेदवाराला निवडून दिलेले असते, निवडून आलेल्या उमेदवाराने स्वतःचा खिसा भरला पाहिजे यासाठी निवडून दिलेले नसते. हे प्रत्येक लोकप्रतिनिधींनी लक्षात घेतले पाहिजे.

आपली वैचारिकता, आपले कर्तुत्व आणि आपण करत असलेले काम, हे लोकांना दिसत जरी असले तरी, पैसे देणारा – लोकांना दारू पाजणारा – मटण खायला घालणारा उमेदवार जास्ती महत्वाचा असतो, ही ग्रामपंचायत निवडणूकीची वाईट वस्तुस्थिती आहे. आपण आपल्या लोकांचा हितासाठी आपले गाव पुढे घेऊन जाण्यासाठी खूप धडपड करत असतो, मात्र मतदारांना याची जाणीव नसते. मतदारांची ही मानसिकता त्यांची भूमिका ही कुठेतरी बदलणे आज गरजचे आहे. त्यासाठी त्यांच्यामध्ये जनजागृती करून एक चांगला उमेदवार तुम्ही निवडून दिला पाहिजे, अशी जागरूकता त्यांचा मध्ये निर्माण करणे आणि ग्रामपंचायतचा कारभाराबाबत जनतेला माहिती करून देणे हे सर्व आताच्या घडीला खूप महत्त्वाचे आहे.

आता लागलेल्या ग्रामपंचायत निवडणूकीतून असे समोर आले की ग्रामपंचायतला बरेच जण अर्ज भारतात, खरतर लोकशाहीचा दृष्टीने हे चांगलेच आहे. परंतु मतदारांनीही चांगलं कोण – वाईट कोण, कोण शिक्षित – कोण अशिक्षित, कोण कर्तुत्ववान आणि कोण आपल्या गावचा विकास करू शकेल याची योग्य पारख करून मतदारांनी आपले मत योग्य उमेदवाराला दिले पाहिजे. पैसे घेऊन, मटण खाऊन, दारु पिऊन, मतदान करून उमेदवाराचा मिंद्यात राहण्यापेक्षा, न काही घेता स्वच्छ मानाने मतदान करा, असे केलात तर उद्या निवडून आलेल्या उमेदवाराला आपल्यालाच हक्काने जाब विचारता येऊ शकेल. तसेच ग्रामपंचायत चा कारभार हा किमान दहावी उत्तीर्ण सुशिक्षित, सुदृढ, कर्तुत्ववान अशा लोकांकडेच गेला पाहिजे, त्याशिवाय गावचा पुरेपूर विकास होणार नाही. कारण शिक्षण कधीही चांगल्या गोष्टी करण्यासाठी कारणीभूत असते, हि वस्तुस्थिती आपणाला नाकारता येणार नाही. माझा मते, निवडणूक ही विचारांची, कर्तव्य ओळखणाऱ्या कर्तुत्ववान उमेदवाराची असावी, मटण- दारू – पैश्यांची नसावी. या सर्व गोष्टीमध्ये बदल घडून एक नवी विचारसरणी अस्तित्वात आली पाहिजे असे मला एक सुशिक्षित मतदार म्हणून वाटते.
