MPSC मधील लपलेले वास्तव..   भाग 1

ग्रामीण भागातील विशेषता दुष्काळी भागातील विद्यार्थी सरकारी अधिकारी बनण्याचे स्वप्न उराशी बाळगून पुण्यासारख्या इतर जिल्ह्यांमध्ये अभ्यासासाठी येत असतात, यापैकी कित्येक विद्यार्थी  शाश्वत रोजगार म्हणून या क्षेत्राकडे पाहतात, तर काही विद्यार्थी वर्दीची आवड, प्रशासनात काम करण्याची इच्छा, समाजसेवा अशा विविध उद्देशाने प्रेरित होऊन या क्षेत्राकडे वळलेले असतात. काही विद्यार्थी हे यशस्वी अधिकाऱ्यांच्या मुलाखती पाहून प्रेरित होतात, तर काही विद्यार्थी भंपक जाहिरातीला बळी पडून या क्षेत्राकडे वळतात. परंतु यामधील खरे वास्तव पाहता लाखो विद्यार्थी हे स्पर्धा परीक्षांचा अभ्यास करत आहेत. एका पुण्यासारख्या ठिकाणी जवळपास दीड लाखापर्यंत विद्यार्थी अभ्यास करत आहेत हे सर्व विद्यार्थी 18 ते 35 वयोगटाचे आणि त्याहीपेक्षा जास्त वय असलेले आहेत. #MPSC कडे जवळपास 23 लाख उमेदवारांचे प्रोफाईल आहे प्रत्येकाला सरकारी नोकरी हवी असल्याकारणाने प्रत्येक जण या स्पर्धेमध्ये पंधरा तासांपर्यंत अभ्यास करताना दिसतो, आयुष्याची उमेदीची 5 ते 10 वर्ष हे विध्यार्थी अभ्यास करताना दिसतात, अपवादात्मक 2-3 वर्षांमध्ये यश मिळविणारे बोटावर मोजण्याइतके च असतील. विध्यार्थी अभ्यास करतोय खरा पण दुसऱ्या बाजूला राज्यसरकार वेळोवेळी नोकर भरती कपात करताना दिसते, नवीन जाहिरात देखील कमी संख्येने प्रसिध्द करताना दिसत आहे. राज्यात आजमितीला जवळपास अंदाजे विविध विभागात 4 लाखांपेक्षा जास्त जागा रिक्त आहेत. तसेच काही विभागात तर मागील 25 वर्षांपासून जागा भरण्यात आलेल्या नाहीत, काही विभागातील परीक्षेसाठी लाखो विध्यार्थी अर्ज करतात; पात्र होतात मात्र शेकड्यामध्ये…

त्यामध्ये आरक्षण, कोर्ट, घोटाळे, परीक्षा वेळेवर न होणे, निकाल वेळेवर न लागणे, अधिकाऱ्यांना नियुक्त्या न मिळणे, अश्या अनेक कारणांमुळे मात्र विध्यार्थी हैराण झाले आहेत, सध्या कोरोनाच्या परिस्थितीत विद्यार्थ्यांना परीक्षेसाठी 2 वर्षांपासून वाट पाहावी लागत आहे..

वेळोवेळी mpsc मधील सुधारणांसाठी, राज्यसरकार च्या चुकीच्या धोरणामुळे विध्यार्थी वर्गाला रस्त्यावर उतरावे लागले, कोर्टाकडे धाव घ्यावी लागली आणि या सर्वांचाच परिपाक म्हणून 11 मार्च रोजी  पुण्यासह संपूर्ण महाराष्ट्रामध्ये  विद्यार्थ्यांचा उद्रेक पाहायला मिळाला…

परंतु या सर्वांमागे एक भयानक वास्तव  दडलेले आहे ते कोणीही बोलायला तयार नाही…

अधिकारी बनवायचं तर अभ्यास करा हे सांगणारे भरपूर आहेत, मग त्यामध्ये  कित्येक प्रतिष्ठित अधिकारी, क्लासचालकही आहेत. मात्र यश मिळाले नाही तर काय करायचे? किती वर्ष अभ्यास करायचा? आयुष्यातील किती वर्ष वाया घालवायचे? हेच सांगणार या महाराष्ट्रामध्ये कोणीच नाही आणि त्यामुळे स्पर्धा परीक्षेच्या चक्रव्युहा मधून बाहेर पडायला कोणीच तयार नाही अथवा बाहेर पडण्याचा मार्ग या विद्यार्थ्यांकडे नाही. आणि त्यांना कोणी तो दाखवला ही नाही. जर आपण अपयशी झालो तर आपला काही प्लॅन बी असावा हा विचारही या विद्यार्थ्यांच्या मनाला कधी शिवला नसावा; कारण “तुला फक्त एक जागा लागते” या एका वाक्याने मी अधिकारी होणारच हे सत्य काही प्रतिष्ठित व्यक्तींनी या विद्यार्थ्यांच्या मनामध्ये बिंबवले. परंतु अजूनही वेळ गेलेली नाही विद्यार्थ्याने आपली कुवत ओळखून क्षेत्र निवडायला हवे. स्पर्धा परीक्षांमध्ये दोन-तीन वर्षांमध्ये आपण योग्य आहोत की अयोग्य हे ओळखून क्षेत्र बदलायला हवे. तरच बेरोजगारी चे वाढते प्रमाण कमी होण्यास मदत होईल अन्यथा फक्त सरकारला दोष देऊन रिक्त जागांचे आकडेवारी दाखवून काही होणार नाही कारण लाखो विद्यार्थी अभ्यास करतात आणि सर्व रिक्त जागा भरूनही दोन टक्के विद्यार्थ्यांना ही रोजगार मिळणार नाही हे वास्तव विद्यार्थ्यांनी ओळखून लवकर निर्णय घेणे गरजेचे..*

11 मार्च रोजी पुण्यामध्ये अचानक लाल बहाद्दूर शास्त्री रस्त्यावरती हजारो विद्यार्थी जमा झाले. पोलिसांचा फौजफाटा जमा झाला, सर्व मिडीया एकच झाली, आणि सर्वत्र फक्त #MPSC हा शब्द झळकू लागला. कारण काय तर परीक्षा पुढे जाणार असल्याचे घोषणापत्र एम.पी. एस.सी. ने प्रसिद्ध केले होते. जी राज्यसेवेची परीक्षा पुढे ढकलली, त्यासाठी विद्यार्थ्यांना दोन वर्षापासून वाट पहावी लागली होती. आणि कोरोनाच्या संकटामुळे ही परीक्षा पाच वेळा पुढे ढकलण्यात आली होती. परंतु फक्त 200 पदांसाठीची ही परीक्षा आणि 2 लाख 62 हजार उमेदवारांनी केलेले अर्ज पाहता फक्त 200 च विद्यार्थ्यांना संधी मिळणार आहे परंतु बाकीच्यांचे काय?

पूर्वी वर उल्लेख केल्याप्रमाणे कला शाखेतील विद्यार्थी एमपीएससी कडे जास्त प्रमाणात वळताना दिसत होते, परंतु सध्या परिस्थिती बदलली आहे लाखो रुपये खर्च करून डॉक्टर, इंजिनिअर बनलेले विद्यार्थी या क्षेत्रात वळताना दिसत आहेत. तसेच सधन भागातील विद्यार्थी देखील वळताना दिसत आहे.

त्याला कारण अधिकाऱ्याला मिळणारा मान, सन्मान, प्रतिष्ठा, निवड झाल्यानंतर गावांमध्ये अधिकाऱ्यांचे होणारे सत्कार, त्यांच्या मिरवणुका त्यांची वाहवा ही पाल्याने आणि पालकांनी जवळून पाहिलेले असते, त्यामध्ये होणारी अधिकाऱ्यांचे भाषणे आणि मी अधिकारी कसा झालो याचं सविस्तर वर्णन आणि ‘तुम्ही अधिकारी होणारच’ त्या एका वाक्याने पालकांना आणि विद्यार्थ्यांना घातलेली भुरळ. आणि येथेच माशी शिंकते.. 2011- 12 मध्ये 2000 PSI पदांची जाहिरात आली आणि गावोगावी फौजदारांचे सत्कार होऊ लागले, अंगावरची वरदी पाहून पालक आणि विध्यार्थी दोन्ही स्वप्न पाहू लागतात ते चुकीचेही नक्कीच नाही…

हे सुरू असतानाच काही क्लासेस गावोगावी पोहोचले, महाविद्यालयांमध्ये व्याख्यान होऊ लागली, वर्तमानपत्रांमध्ये पानभर जाहिराती येऊ लागल्या, मोठे मोठे होर्डिंग लागू लागले त्यावर यशस्वितांचे फोटो आणि  आमच्या क्लासचे चे यशवंत अशी प्रत्येक मोठमोठ्या क्लास ची जाहिरातबाजी होऊ लागली, पेपर च्या पहिल्या पानावरील जाहिराती पाहून याच क्लासचे हे विद्यार्थी आणि हाच क्लास खूप भारी असं समजून पालक आणि विद्यार्थी पेपर घेऊन पुण्याकडे रवाना झाले. प्रशासनातील काही अधिकाऱ्यांनी महाविद्यालयांमध्ये दिलेली भाषणे मुलांच्या मनामध्ये घर करून बसले. आणि कित्येक विद्यार्थी ‘मी अधिकारी बनणारच’ अशी शपथ घेऊन घर सोडतात. काही विध्यार्थ्यांना मात्र दुसरा काहीच पर्याय जेव्हा सापडत नाही तेव्हा एमपीएससी हाच सर्वांना आधार देणारा पर्याय असतो. तीन-चार वर्ष तर असे निघून जातात तोपर्यंत काहीतरी करू असे म्हणणाऱ्या ला त्या चक्रव्यूहातून बाहेर पडताही येत नाही. काही विद्यार्थी,  विद्यार्थिनी तर असे  निदर्शनास आले आहेत, एक दोन वर्ष पुण्यामधील जीवन जगण्यासाठी #MPSC ला पुढे करतात आणि घर सोडतात.मात्र काही ठराविक वर्ग आहे की जो #MPSC कडे नोकरी आणि अर्थार्जनाचे साधन म्हणून पाहत असतो. बाकी अधिकारी होऊन देशभक्ती, चांगले काम करणार, समाजसेवा करणारे, हे काही अपवाद सोडता अंधश्रद्धाच म्हणलं तरी चालेल.
