MPSC द्वारेच का सर्व सरकारी नोकर भरती करण्यात यावी.

परीक्षा घेणं हे राज्य शासनाचे मुळात कामच नाही. यासाठी राज्यात स्वतंत्र अशी महाराष्ट्र लोकसेवा आयोग असणारी घटनात्मक संस्था आहे. त्यामुळे सर्व सरकारी नोकर भरती प्रकिया ही MPSC द्वारे घेण्यात आली पाहिजे. कोणत्याही खाजगी कंपनीद्वारे ही प्रक्रिया पार पाडण्यात आली नाही पाहिजे. राज्यातील सर्व सरकारी नोकर भरती ही एमपीएससी द्वारे घेण्यात यावी यासाठी मागील दोन वर्षांपासून पाठपुरावा सुरू आहे.त्याला कारणे देखील आहेत. कलम 315 नुसार सर्व सरकारी पदभरती ही स्वायत्त असणाऱ्या महाराष्ट्र लोकसेवा आयोगाद्वारे भरली पाहिजे. पण आपल्या राज्यात ते होताना दिसत नाही. जिल्हा पातळीवरील पद भरतीसाठी जिल्हा दुय्यम परीक्षा मंडळ होते. ते बरखास्त करून त्या जागी महापरीक्षा पोर्टल आणले गेले. ते देखील बंद करण्यात आले. व त्या जागी आता काळया यादीत समाविष्ट असलेल्या खाजगी कंपन्या यांची निवड करण्यात आली आहे. त्यांच्या वतीने या परीक्षा घेण्यात येत आहे. या प्रत्येक टप्प्यात भ्रष्टाचार, गैरप्रकार, अनियमितता अशा विविध प्रक्रिया घडत आहेत. हे वारंवार प्रकार घडत असल्याने याचा फटका हा स्पर्धा परीक्षांची तयारी करणाऱ्या उमेदवारांना होत आहे. तसेच प्रशासनात गुणवत्ता नसणारा उमेदवार येत आहे. याचा फटका सामान्य नागरिकांना व प्रशासनाला सुद्धा होत आहे. याबाबत आत्ताच निर्णय घेण्याची वेळ आली आहे .प्रशासनाला योग्य उमेदवार हवा आहे तसेच जो प्रामाणिकपणे कष्ट घेत आहे. त्याच्यामध्ये नोकरी मिळविण्याचे सामर्थ्य आहे, अशाला ती संधी मिळायला हवी यासाठी निवड प्रक्रिया ही खाजगी कंपनी द्वारे न राबविता ती एमपीएससी द्वारे घेण्यात यायला हवी.
योग्य स्पर्धा झाली तरच योग्य उमेदवार प्रशासनाला भेटेल. या सर्व प्रक्रियेसाठी”केरळ लोकसेवा आयोगाचा”पॅटर्न राबविण्याची विनंती राज्य शासनाकडे वारंवार करीत आलो आहोत. केरळ लोकसेवा आयोगाकडून केरळ राज्य शासनाची सर्व कार्यालये, वीज मंडळ, परिवहन महामंडळ, स्थानिक स्वराज्य संस्था, 15 शिखर सहकारी संस्था व जिल्हा सहकारी बँक, केरळ राज्य शासनाच्या सर्व कंपन्या आणि महामंडळे एवढ्या सर्व पदांकरिता भरती प्रक्रिया राबविण्यात येते. गट-अ पासून गट-ड संवर्गातील सर्व पदांकरिता म्हणजे वर्षाला साधारणपणे 15 ते 20 हजार पदांकरिता भरती प्रक्रिया राबविण्यात येते. एमपीएससी द्वारे दरवर्षी सरासरी साडेतीन हजार ते चार हजार पदांची भरती होते.केरळ लोकसेवा आयोग अधिक सक्षम पणे आपली यंत्रणा राबविली आहे. यासाठी त्यांच्याकडे 20 सदस्य तसेच अधिकारी व कर्मचाऱ्यांची संख्या 1600 असल्याचे निदर्शनास येते. याच धर्तीवर महाराष्ट्र लोकसेवा आयोगास आर्थिक ताकद, त्याच्यासोबत अतिरिक्त मनुष्यबळ, संगणकीकरन यंत्रणा व मुख्यालया साठी आवश्यक असणाऱ्या गोष्टी राज्य शासनाच्या वतीने त्वरित उपलब्ध झाल्या तर आपले आयोग देखील अधिक सक्षमपणे आपले काम करू शकते. तसेच ज्या मागण्या रखडलेल्या आहेत त्या लवकर पूर्ण करणे अपेक्षित आहे.
आपण जर पाहिले तर राज्य शासनाच्या मंत्रालयीन विभागासह बृहन्मुंबईतील सर्व शासकीय कार्यालयातील लिपिक- टंकलेखक पदावरील भरती प्रक्रिया एमपीएससीमार्फत राबविण्यात येते, सदर परीक्षा मुंबईसह महाराष्ट्रातील सर्व जिल्हा केंद्रांवर घेण्यात येते. तथापि, बृहनमुंबई व्यतिरिक्त राज्य शासनाच्या सर्व इतर शासकीय कार्यालयातील लिपिक टंकलेखकांची पदे जिल्हाधिकारी कार्यालयामार्फत (खाजगी कंपनी द्वारे) भरण्यात येतात. यामध्ये उभ्या राहणाऱ्या अडचणी व निदर्शनास येणारे प्रकार लक्षात घेता, एमपीएससीमार्फत या परीक्षा घेणे शक्य असल्याने त्या अनुषंगाने शासनस्तरावर निर्णय घेण्यात आला होता व त्यास लोकसेवा आयोगाची मार्च 2015 मध्ये मान्यताही प्राप्त झाली होती असे समजते. मग परत यावर का निर्णय घेण्यात आला नाही. खाजगी कंपनीकडे परीक्षा देण्याचे यामागील प्रयोजन नक्की काय होते हे कळायला मार्ग नाही. ही बाब अत्यंत गंभीर व चुकीची आहे.त्यामुळे गरजू व होतकरू उमेदवारावर अन्याय होत असून गुणवत्ताधारक उमेदवार शासन सेवेसाठी उपलब्ध होत नाही. एवढेच नाही तर सर्व अराजपत्रित गट ब व गट क पदांच्या सर्व परीक्षा घेण्यास महाराष्ट्र लोकसेवा आयोग तयार असल्याचे पत्र देखील राज्य शासनाला पाठविला आहे. मग राज्य शासन याबाबत वेळ काढू भूमिका का घेत आहे हे समजायला मार्ग नाही. राज्यातील लाखो उमेदवारांची मागणी असताना तसेच आयोग तयार असताना निर्णय का होत नाही. आणि काळया यादीतील खाजगी कंपनी द्वारे परीक्षा घेण्याचा हेतू काय हे देखील समजत नाही. हा देश युवकांचा आहे मग युवकांच्या मागणीकडे राज्य शासन का लक्ष देत नाही योग्य उमेदवार तुम्हाला प्रशासनात नको आहे का..? हे प्रश्न आम्हाला पडत आहे. आयोगाने अशा विविध पदांसाठी परीक्षा घेण्याचे मान्यता दिली आहे. पण राज्य शासनाने त्यावर कोणतीही कार्यवाही केलेली दिसत नाही.
आयोगाच्या कार्यकक्षेत नसणाऱ्या गट-ब व गट क दर्जाच्या अराजपत्रित पदांच्या भरती प्रक्रिया सन 2017 पासून महापरीक्षा पोर्टल मार्फत राबविण्यात आली. पोर्टल बंद केल्यानंतर महाआयटी च्या अंतर्गत खाजगी कंपनी द्वारे ही प्रक्रिया राबविण्यात येत आहे.28 फेब्रुवारी रोजी आरोग्य विभागातील परीक्षा या खाजगी कंपनी द्वारे घेण्यात आली. त्या परीक्षेतील झालेला सर्व सावळागोंधळ राज्याने पाहिला आहे. तरी देखील या कंपनीवर कोणतीही कार्यवाही झाली नाही. तेथे उमेदवारांच्या भविष्यात सोबत राज्य सरकार खेळत आहे. या भरती प्रक्रियेत मोठ्या प्रमाणात अनियमितता तसेच अपारदर्शकता असल्याची बाब लोकप्रतिनिधी मार्फत अनेकदा राज्य शासनाच्या निदर्शनास आणून देण्यात आली आहे. उमेदवारांनी या भरती प्रक्रिया संदर्भात तक्रारी, ऑनलाइन ट्विट मोहीम,निदर्शने इत्यादी. स्वरूपामध्ये मोठ्या प्रमाणावर नाराजी दर्शविले आहे.यास्तव सदर खाजगी कंपनी मार्फत राबविण्यात येणाऱ्या पदांची भरती प्रक्रिया एमपीएससी सारख्या संस्थेकडे सोपविण्यात यावी व आरोग्य विभागाची परीक्षा रद्द करून पुन्हा एमपीएससी द्वारे घेण्यात यावी.
राज्य शासनाच्या सेवेमधील सर्व पदे शासकीय सेवांमधील अराजपत्रित गट-ब व गट क सेवांना सक्षम असणाऱ्या वैधानिक तसेच निमशासकीय संस्थांमधील सेवा यावरील भरती महाराष्ट्र लोकसेवा आयोगामार्फत करण्यासंदर्भात मंत्रिमंडळाने निर्णय घेणे आवश्यक आहे. व त्यासाठी आवश्यक असणारी मान्यता नियमांमध्ये सुधारणा करणे,सेवाप्रवेश नियम आधीसूचित करणे, धोरण ठरविणे, इत्यादी बाबी करणे आवश्यक आहे. यामुळे भरती प्रक्रियेत नियमितता येईल. उमेदवारांना याचा फायदा होईल. यामुळे उमेदवारांचा वेळ आणि पैसा हा देखील वाचणार आहे व त्यांना परीक्षेच्या जास्त संधी या माध्यमातून उपलब्ध होणार आहेत. तसेच उमेदवारांना एकाच ठिकाणी सर्व भरती प्रक्रियेची माहिती ही उपलब्ध होणार आहे.
आयोगाने कोरोणाच्या काळात एकदम नियोजनबद्ध अशी तयारी करून राज्यसेवा पूर्व परीक्षा पार पाडली आहे व या अगोदर देखील आयोगाने आपल्या परीक्षा एकदम योग्य पद्धतीने पार पाडलेल्या आहेत. परीक्षेत गैरप्रकार होणार नाही यासाठी आयोगाच्या वतीने कडक अंमलबजावणी करण्यात येत असते.
राज्यातील लाखो उमेदवारांचा आयोगावर विश्वास आहे. राज्यात परीक्षा घेण्यासाठी एकच यंत्रणा असावी यामुळे उमेदवारांना सर्व परीक्षांबाबत माहिती होते आणि आयोगाकडे परीक्षा दिल्यामुळे गैरप्रकाराला थारा मिळणार नाही आणि तसेच यात कोणाचाही हस्तक्षेप वाढणार नाही यातून योग्य उमेदवार हा निवडला जाईल.
